Civic Center Board

The Civic Center Board is a seven-member body appointed by the mayor with city council approval to oversee the management and operation of the civic center. Serving three-year terms beginning October 1, the board organizes by electing its own officers and operates subject to city council oversight. Its primary responsibilities include supervising, improving, maintaining, and safeguarding the civic center; controlling expenditures from the civic center fund; managing and scheduling activities held at the facility; and ensuring that all funds are properly deposited, accounted for, and disbursed. With council approval, the board may acquire property for civic center use, hire and remove personnel, set compensation, and otherwise carry out the city council’s intentions regarding the facility. The board meets on the 4th Thursday every other month at 8:15 a.m. beginning in January.

DIVISION 4. – CIVIC CENTER BOARD
 

 

Sec. 2-259. – Established; composition; appointment; qualifications.
 

(a) There is hereby established a Civic Center Board consisting of seven directors who shall be appointed by the mayor with the approval of the city council.

(b)The members of the board of directors shall be chosen from the citizens of the city or surrounding area with reference to their fitness for such office, and no member of the city council shall be a member of the board.

Sec. 2-260. – Terms of directors.
 

The directors of the Civic Center Board shall hold office from October 1 following their appointment for staggered terms of three years and until their successors are appointed. The mayor may, by and with the consent of the city council, remove any director for misconduct or neglect of duty.

Sec. 2-261. – Filling of vacancies; compensation.
 

Vacancies in the directors of the Civic Center Board, by removal, resignation or otherwise, shall be reported to the city council and shall be filled in like manner as original appointments, and no director shall receive compensation as such.

Sec. 2-262. – Officers; powers.
 

(a) The directors of the Civic Center Board shall, immediately after their appointment, meet and organize by electing such officers as president, vice-president and secretary.

(b) They shall have control, subject to approval of the city council, of expenditures of all money collected to the credit of the civic center fund and of the supervision, improvement, care and custody of the civic center. All monies received for such care and custody shall be deposited in the general fund of the city to the credit of the civic center fund and shall be kept separate and apart from other city monies and drawn upon by the proper city officers upon the properly authenticated vouchers of the Civic Center Board.

(c) The board, subject to the approval of the city council, shall have power to purchase or otherwise secure ground to be used for the civic center; appoint a suitable person and necessary assistants to operate and maintain the civic center, fix their compensation, and remove such appointees; and shall in general carry out the intentions of the city council.

Sec. 2-264. – Authority.
 

The Civic Center Board and its appointed directors shall, subject to approval of the city council, have authority over the management and supervision of activities scheduled in the civic center.

Sec. 2-265. – Acceptance of gifts.
 

Any person desiring to make a donation of money, personal property or real estate for the benefit of the civic center shall have a right to vest the title to the money or real estate so donated in the Civic Center Board of directors, to be held and controlled by the board when accepted according to the terms of the deed, gift, devise or bequest of such property. As to such property, the board shall be held and considered to be the special trustees.
