- Resolution 2023-06. A Resolution of the City of West Plains, Missouri, authorizing the mayor to execute an agreement with the Howell County Health Department for Environmental Public Health Services.
- Resolution 2023-07. A Resolution of the City of West Plains, Missouri, authorizing the city administrator to execute an Intergovernmental Cooperation Agreement with the Southern Hills Community Improvement District for the purpose of funding and constructing eligible infrastructure improvements.
- Resolution 2023-08. A Resolution authorizing an agreement by and between the City of West Plains, Missouri, and Rick and Tawnya Rothermich pertaining to the use of airport land.
V. Ordinances
- Bill 4734 to become Ordinance 4734. Second Reading. An Ordinance of the City of West Plains, Missouri, to amend Chapter 28, Offenses, Article II – Offenses Against Public Peace, of the Code of Ordinances for the City of West Plains, Missouri, by adding a new section 28-44 titled Disorderly Conduct.
- Bill 4735 to become Ordinance 4735. Second Reading. An Ordinance of the City of West Plains, Missouri, (the “City”) authorizing the mayor or city administrator to execute a real estate contract for the conveyance of real estate (the “real estate”) currently owned by City and known as Lincoln Park or Lincoln School to Crockett W. Oaks and Tonya Oaks (the “Oaks”) subject to certain restrictions.
- Bill 4736 to become Ordinance First Reading. An Ordinance of the City of West Plains, Missouri, approving the adoption of amended budgets for the fiscal year beginning January 1, 2023, and ending December 31, 2023.

April 4, 2023 Election
There are two City Council seats on the ballot, including the mayor's seat, a four-year term now held by Michael Topliff, and a four-year council term held by Josh Cotter. Cotter did not seek re-election.
